Modernizing Employee Goal Management with Power Apps and Power Automate
A global professional services firm needed a more efficient and accurate way to manage annual employee goal assignments. Managers previously tracked goals using multiple spreadsheets, creating version-control issues, inconsistent data, and a heavy administrative burden for HR. They partnered with IncWorx to replace this manual process with centralized, automated solution built on Power Apps and Power Automate.
Technologies Supported
- Power Apps
- Power Automate
- SharePoint
The Challenge
Identifying the Limitations of a Manual, Spreadsheet-Driven Goal Process
The existing spreadsheet‑driven workflow created delays, errors, and unnecessary complexity. Managers needed a simple way to review last year’s performance data and enter new goals for each employee. At the same time, HR and senior leadership required deeper visibility, the ability to adjust goals, and a controlled approval process.
Several requirements shaped the solution:
- Support for both managers and HR users, each with different permissions and responsibilities
- A way to display last year’s goals and actuals for every employee
- Automated notifications when HR updated goals or changed an employee’s status
- A reliable process for loading prior‑year actuals and generating new goal records each year
- Automatic permission assignment so managers could only access their own employees’ records
- Validation to ensure employees existed in the master list before goal records were created
The organization needed a modern, secure, and scalable system that eliminated manual work while improving accuracy and accountability.
The Solution
Building a Centralized, Automated Goal Management Solution
IncWorx built a custom Power Apps application supported by several Power Automate flows. The solution created a clear and efficient process for both managers and HR teams. Managers use a screen that dynamically lists just their direct reports. When they select an employee, a popup shows last year’s goals and actuals. Managers then enter new goals through a simple and consistent form.
HR and senior leaders work from a separate dashboard designed for broader oversight. They can view a manager’s team, open employee records, and review last year’s data. They can also adjust the goals submitted by managers.
From an automation standpoint, any changes to an employee’s status triggers an automated email to the employee. Similarly, updating goals sends a notification to Business System Analysis.
Before each goal‑setting cycle, a business user uploads a file with last year’s actuals. After a short cleanup step, a flow loads the data into the system. Another flow creates new goal records for every employee in the primary list. When a new employee record is created, a permissions flow assigns access to the correct manager. This ensures secure and accurate visibility across the system.
This approach allowed the client to streamline goal management, improve accuracy, and reduce manual effort. Managers gained a simple way to enter goals, and HR received clearer oversight with automated alerts. Automated data loading, record creation, and permissions made the yearly process faster, more secure, and more reliable.
The Outcome
Delivering a Faster, More Accurate, and Scalable Goal Management Process
The new application transformed the organization’s goal‑setting process. Managers now complete goals quickly using a guided, consistent interface. HR gains full visibility and control, with automated notifications ensuring timely communication and accurate tracking.
Key improvements include:
- A centralized, secure system replacing scattered spreadsheets
- Faster and more accurate goal entry for managers
- Automated routing, notifications, and validations for HR
- Reliable annual setup with automated data loading and record creation
- Role‑based access ensuring managers only see their own teams
The organization now operates a scalable, modern solution that reduces administrative effort, improves data quality, and supports a more structured performance management process.
The Conclusion
Establishing a Scalable, Automated Foundation for Long-Term Performance Management
The new Power Apps and Power Automate solution transformed the organization’s annual goal‑setting process from a manual, spreadsheet‑driven workflow into a structured, automated, and secure system. Managers now enter goals quickly using a guided interface, while HR and senior leaders gain full visibility, control, and automated communication throughout the review cycle. Automated data loading, record creation, and permission assignment ensure accuracy and consistency year after year, reducing administrative effort and eliminating the risk of outdated or conflicting data.
By centralizing data, enforcing proper access, and streamlining approvals, the organization now operates a modern, scalable platform that supports more reliable performance management. This foundation not only improves the current process but also positions the organization for continued enhancement and broader digital transformation across its HR and operational systems.
