Modernizing Census and Demographic Data Access for an Electric Utility
An electric utility serving a diverse and growing service territory relied heavily on U.S. Census and American Community Survey data to support load forecasting, infrastructure planning, regulatory reporting, and customer analytics. While the data was critical, the process for acquiring, managing, and consuming Census data was fragmented and difficult to scale. The organization partnered with IncWorx to implement a governed Census Data Integration solution that delivers analytics-ready demographic data as a trusted, reusable enterprise asset.
Technologies Supported
- SQL Server
- SQL Server Integration Services (SSIS)
- Microsoft Fabric
- Power BI
The Challenge
Managing Census Data Across Teams Without Consistency or Governance
Business teams across planning, analytics, and regulatory functions all relied on Census and ACS data, but each group accessed and processed the data differently. Analysts often pulled data directly from the Census API or downloaded flat files, which resulted in inconsistent variable selection, mismatched geographies, and duplicated effort.
Key challenges included:
- Manual and repetitive API calls with no standardized refresh schedule
- Inconsistent use of Census variables and geographic definitions
- Limited trust in downstream reports due to uncontrolled data preparation
- Tight coupling between data extraction logic and reporting tools
- Difficulty combing Census data with other enterprise datasets
The utility needed a solution that centralized Census data retrieval, enforced governance, and made demographic data easy to consume without exposing API complexity to business users.
The Solution
Delivering a Reusable Census Data Product with Governed Integration and Broad Access
IncWorx designed a Census Data Integration solution that treats Census and ACS data as a governed enterprise data product. The solution runs the Census API on a controlled schedule, dynamically selects only approved variables and geographies using configurable metadata.
The platform retrieves data once per refresh and lands it into curated bronze and silver data layers optimized for reporting and analysis. This approach preserves raw source data is while consistency preparing analytics‑ready datasets for downstream use.
Implementing the Solution with SQL Server and SSIS
Because the client preferered to stay within its existing SQL Server envirnment, IncWorx built the production solution using SQL Server and SQL Server Integration Services (SSIS). This approach aligned with the utility’s current infrastructure and operational practices.
Designing a Microsoft Fabric Option for Future Modernization
While implementing the SQL Server and SSIS solution, IncWorx also designed a parallel architecture using Microsoft Fabric. This gave the utility a clear modernization path and ensured the solution could evolve as the organization adopts new analytics.
In both architectures, the design decouples API execution from consumption. Business users access trusted demographic data through familiar SQL and Power BI interfaces without needing to understand pipelines, storage, or API logic.
This approach allowed the client to treat Census and ACS data into one governed, reusable enterprise asset that is refreshed product. It automated API retrieval, applied approved variables and geographies, and loaded data into curated layers for consistent analysis. It also let the client use SQL and SSIS as requested, while giving them Microsoft Fabric design for future modernization. Finally, it enabled business users to access trusted demographic data through SQL and Power BI without dealing with backend complexity.
The Outcome
Trusted, Scalable Census Data for Planning, Reporting, and Analytics
The new application reshaped the organization’s security and compliance operations in several meaningful ways:
- Eliminated duplicate of Census data extraction and preparation
- Imcreased trust in demographic insights used for planning and forecasting
- Accelerated access to analytics-ready Census data through SQL and. Power BI
- Simplified integration of Census data with load, asset, and customer datasets
- Established scalable foundation that supports both current needs and future modernization
By treating Census data as a reusable enterprise data product, the utility improved data consistency, reduced operational friction, and enabled more confident, data-driven decision making across the organization.
The Conclusion
Establishing Census Data as a Trusted Enterprise Asset
The electric utility modernized how it accesses, governs, and delivers Census and ACS data, transforming a fragmented process into a scalable, enterprise-wide capability. The Census Data Integration solution delivers consistent, trusted demographic data that business users can easily consume without navigating API complexity.
Governed datasets, standardized variables, and flexible architecture options across SQL Server, SSIS, and Microsoft Fabric position the organization to support evolving analytics needs. This foundation drives more accurate planning, streamlined reporting, and stronger data-driven decision making across operational, regulatory, and strategic functions.
